Repair or Replace Heating Baseboards?

I have a 3 family in Bed-Stuy with heating baseboards above the floor that are no longer working properly. Who do you recommend that can replace or repair them quickly and at a reasonable price? Thanks a lot.

Baseboard cannot not work unless they are badly damaged which would be noticeable. Its just a 3/4″ copper pipe with some aluminium fins. No moving parts. Problem will be in system -air etc

Runtal doesn’t make cast iron radiators of any kind. Replacing radiators rarely ever solves a heating problem.
