We lost. It was as if it were a complete set-up w/ nowhere near the interest in our issues by the Board that they displayed last time. Quite bizarre.

LPC is absolutely concerned about the donut hole, as Bored points out. They also always take note when community members speak up. It’s great that you already approached the CB — that gives you more credibility, whether or not the CB agrees with your position. Is there any other local civic group you could work with? Not sure where you live, Arkady, but I’m thinking something like the Fort Greene Association or the Society for Clinton Hill.

bored at work’s list is terrific. These contesting these two points might be especially effective: (c) a majority of the other buildings in the block feature comparable or larger rear yard additions or enlargements in terms of their projection into the rear yard; If somehow there’s a view into the garden “donut”, this one can play a big part in objections: (g) the proposed addition or enlargement is not visible from a public thoroughfare or right of way. Think about coming to the CB6 meeting. Even though focused on Methodist expansion plans, you’ll get a taste of the proceedings and can ask CB6 what position they took on this application. (Did they review it in August?)

I guess its a bit more complicated. Here are the rules from Landmarks: §2?16 Rear YardAdditions or Enlargementsto Row HousesinHistoricDistricts. The staffmay issue a Certificate ofNo Effect(CNE)for a rear yard addition to, or enlargement of, a row house in a historic districtifthe projectmeetsthe following criteria: (a)the rear ofthe building has no significant architecturalfeatures(such as corbelled brickwork, decorative lintels orsills, and projecting bays)that would be lost or damaged as a result ofthe construction ofthe addition; (b)the proposed addition or enlargement will not extend to the rearlotline or20 substantially eliminate the presence of a rear yard; (c) amajority ofthe other buildingsin the block feature comparable orlargerrear yard additions or enlargementsin terms oftheir projection into the rear yard; (d)the proposed addition or enlargement does notrise to the full height ofthe building and is nottallerthan the predominant height of existing additions or enlargementsin the block; (e)the rearfaçade will not be removed fromthe entire width ofthe building. My understanding is that the City’s Landmarks Preservation Commission does not have jurisdiction on rear extensions to buildings in landmark districts unless the extension is visible from the street. Has this policy changed?

I went to a meeting earlier this year — there were about 10-11 people on the committee, all of whom sit around a large table. For each project, the architect (together with, sometimes, the owner) stand in front of the table and present the proposal — the committee members were not shy in asking questions, and quickly jump into a discussion where he provides his or her views on the project. Interested community members are then given an opportunity to stand at a podium and present their views. Among others, a representative of the historic districts council generally steps up to provide their views on each project (before the meeting you can look here — http://hdc.org/category/hdclpc — to see if they have taken a view; if you have a concern regarding a project, my guess is that it wouldn’t hurt to try to reach out to HDC beforehand to make sure they have focused on it. based on their history, they will surely share your concerns). Committee then talks further and decides what to do. At the meeting I went to, none of the 5-6 proposals that were presented were accepted, but none were expressly rejected either. Instead, the general approach was to give comments and then allow the applicant to withdraw and refile something taking the committees’ views into account. Also note that time estimates were way off when I went, though no idea if that is always the case. I’d go early in any event so that you get the feel of the room and process.
