Convert Tub to Walk-In-Shower
As part of a gut-renovation of my bathroom, I’m considering ripping out the tub and converting to a walk-in shower. A contractor says the only plumbing that will need to be moved is the drain. I realize this technically requires a permit, but the contractor would rather not go through he process. Are there any real consequences for me if I go along with him?

If you are not in a landmarked area or other one that is heavy with permits already, just do it without. Make sure they are considerate in removing all the debris and hopefully neighbors wan’t rat you out. Don’t let the DOB in. Shouldn’t have any problems

You can swap one fixture for another. Shower stalls and tubs are both fixtures. Typically a gut bathroom renovation includes replacement of all pipes. The “permit process” is also a burden to the city, which can not inspect every bathroom renovation. For this reason, plumbers file monthly reports for Ordinary Plumbing. I had a job held up when a coop board and building architect required an LAA. The client was willing to pay for it, but, the plumber and/or the city refused. The job stayed stuck, until a leak occurred. Home owners are required to hire licensed plumbers and many do. Home owners are not required to hire licensed home improvement contractors, and many do not. Both plumbers and home improvement contractors are required to be licensed. A permit is required in another recent post, where the bathroom will be enlarged. That requires not only a licensed plumber, but also a licensed home improvement contractor to pull the permit and an architect to apply for it.

To alter rough in you need to hire licenced plumber. Or just do illegal plumbing work.

If you’re concerned, have him pull a LAA permit. I thin kit costs about $250, and can be done online in a few minutes. It’s designed specifically for this kind of work.
