Building inspector trespassing

Isn’t it illegal for a building inspector to go into one’s private property(back yard) without consent or warrant?

I have been told that in another jurisdiction (suffolk) they can and will enter the property if it is not posted. my buddy posted his premises for this reason. not sure about the city. it helps to have a Rottweiler.

If there is no opening or someone didn’t let him in, how did he get into the backyard? They can also go in the neighbor’s yard and see what they see.

If there is no locked gate, fence etc. or a tenant, worker whoever lets them in &/or depending on the nature of the call/complaint they may. It is rare that they go above & beyond to follow up on a complaint. I suspect he did not climb over a fence or gate?

I don’t know for sure but it sounds like it. I would have called the cops and reported a trespasser, personally.
