I know St. John the Divine used to have an apprentice stone carving program. I wonder if they could put you in touch with someone? It would be an interesting project for someone starting out and since it's not a business, with all the overhead associated with businesses, you might get a decent price. Failing that, I sure just about any of the monument (as in tombstones) companies could reproduce the piece for you, but it would probably be more than the St. John's apprentice program (but that's just a guess).

Do it after... How will you feel when your brand new stair or exterior is damaged during the interior renovation. Also, it'll be mixed in with his general conditions costs, your bidders will all be putting a healthy $ amount in their bids to protect the stair/exterior, and to cover possible repairs if damage occurs (and they won't be offering you a credit if no actual damage occurs during their work).
