It should have an IMD (interim multiple dwelling) placard posted in the lobby.
It’s been a while since I interacted with the Loft Board, so procedures might have changed. I used to file FOIL (Freedom of Information Law) requests to see the building file for my address. If you google FOIL you’ll probably come up with a sample letter. You might also try calling the Loft Board first.
