I recently signed on a coop in Windsor Terrace. I wanted to have some major-ish work done (not gut-reno or anything, but redo flooring in the kitchen and bathroom, take down a section of wall, etc). Now, I’m not sure when to start getting design/build teams in there and start soliciting quotes. You never know with coops, so it might be a big assumption on my part that closing takes place as planned by beginning of Nov (if at all!), but say it does, is it normal to start looking around for contractors *before* closing?

The only thing is that a lot of conditions change from thinking what you will do and what will be shown on the plans when approved by the DOB. The best time is after approved plans so better go the architect / engineer as soon as possible,
yes it’s normal.
In general, if you want to take down a wall you need to file for a permit. In the end, it is the building that will enforce if they will requrie it. Ask them. If so, then you will need an architect for that part.
