A question for you Architects out there.
We have been asked to take over a project as R.A. which is 99% complete, but has plumbing and mech. sign-offs required. The previous Architect (R.A.) has vaporized and we are trying to establish appropriate fees to complete the needed work. Any R.A.’s out there who can offer some insight on structuring this? We’re used to handling complete projects so our DOB services are typically integral to the project.
Any perspective on how to tackle this question is appreciated.

I get an occasional one of these. The surprising part is how often they come from people getting rid of one particular architectural firm. I won’t mention who here, but I will say that it’s no one that’s ever posted here.
With that said, when I need to provide a proposal for this kind of thing I estimate the hours needed, multiply by the rate and for the most part that’s it. If I were really concerned about the liability, I’d add a little to help with insurance, but the truth is the insurance is paid for annually, so what does that really have to do with each project? I’ll assume all structural inspections will be signed off by an engineer, so there may not be all that much liability anyway.
As Jock raises, the type of sign-off might influence the cost. As an added measure of security, you might change it from a directive 14 (if it is one) to make sure that at least there’s another pair of eyes on it.

The only thing is that you will need a special approval to supercede the old applicant. Regarding plans, if the job is 100% complete DOB may grant you an exemption of refiling plans as well. It’s standard exam, and we have worked with the GC in the past on other projects so we are not going in completely blind. It’s just a matter of establishing what is a fair cost for assuming responsibility for the work at this point. What’s a fair fee (% const. cost, flat fee, etc), we don’t expect to do any drawing at this point, just see it through on paper to sign-off.

That sucks as you are taking on all of the resposibility for the project. You have to charge what you are comfortable with. Was it a pro cert project, directive 14 or fully reviewed and inspected by DOB?
