Transfer taxes for refi - must taxes be paid again
Does one usually have to pay the transfer taxes/charges on state and local fees on mortgages and home sales again with the same lender during a refi ? What if you have a different lender ? Thank you !

You did say “home sale” too, so I believe you will have to pay transfer taxes on a sale.

Mortgage taxes yes, transfer taxes no. You can avoid the mortgage taxes if your current mortgage remains in force by refinancing with the same lender, or having your current lender assign the mortgage to the new lender – not all lenders are willing to do this.
