Back Wall Repair, Repoint

One wall inside our Park Slope home has peeling paint, flaking plaster. I thought it might be a slow leak from the roof or a pipe. But now I believe the moisture is coming in from the back wall.
It’s a 4 story brick with a stucco coat (at least I think it’s stucco). Turns out tho that the part of the wall behind the downspout is totally bare of stucco — you can see an 8 inch stripe of exposed brick from top to bottom behind the downspout.
It’s hard to see from the ground but in spots it appears that all the mortar between the exposed bricks as washed away. Moreover I believe that the downspout has burst a seam in places and in heavy rains flushes water toward the wall.
There are also a few visible cracks in the stucco.

Here’s what I think needs to be done, does this seem a reasonable approach?
+ Remove the downspout.
+ Repoint the brick.
+ Patch the over the bare stripe to match the existing stucco.
+ Patch the cracks in the stucco (not sure if this is necessary — if it is purely cosmetic would skip it).
+ Replace the downspout.
Is this level of patching possible? Am not concerned on getting a perfect match on the color as it will mostly be covered by the downspout, but I do want it to be properly sealed and long lasting.
Can anyone make a recommendation for someone to do this type of project?
There is a fire escape on the building but not close enough to the effected area to remove the need for scaffold I wouldn’t think.
How much might I expect to pay (roughly) for this type of job do you think?

He says he can do it without scaffolding if he puts the ladder on the fire escape.
I would like to recommend High-tech construction company. I have used them for some masonry work and they did a wonderful job. My neighbors are currently having them do some remolding around the house. They are quite affordable. I can’t say how much they would charge for a project like this but I have dealt with alot of contractors before choosing them and they were the most affordable. You can call them at 1347-792-1266.
Transcend does very nice work. I’ve personally never used them, but have been on several of their sites and have seen their work. It’s very nice, especially their brick/masonry work.
we just did the same project, roughly. we also had the fire escape painted. It was $7700 total for the patching, re-pointing, painting and a new leader (downspout).
We used Transcend. We were/are very happy with their work. I think we had 4 people come out and give bids. Some people told us we should remove the cement covering and repoint all the brick (a much bigger job). I got varying opinions on this forum about that. Since stripping and repointing was a lot more money we did not pick it. One woman here on this forum said she’d done it and regretted it for mess and expense.
If you look through the archives here you will find many recommendations for this kind of masonry work. Since it’s a 4-story it will cost you at least $1,500 since they’ll have to put up a scaffold. I’d guess if you need a medium amount of work maybe around $5k… maybe you can do it for less. I had people tell me here the job should be $3k.
