What is a certificate of non-harassment?

I have been reading through old posts to try to figure it out, but could someone just tell me what it is and how it might affect the purchase price of a home. Thanks.

  1. For properties designated as a Single Room Occupancy – SRO. In order to change or obtain a certificate of occupancy or get work permits to do major alterations, you’ll need to get one, even if it’s empty. It is what it says it is – a document proving that for the last two years, the current/former owners did not harass, threaten any of the current or former tenants into leaving (baseball bats, no hot water, changing locks etc.)

    It involves in addition to other things putting an ad in the local paper asking anyone if they were etc., possibly paying off current tenants to leave on their own accord or ones claiming to be former tenants to avoid making such an accusation, and of course – dealing with NYC bureaucrats.

    Depending on who you ask, it can be frustrating or straight forward. That’s why anyone who is considering purchasing a SRO without a cert of non-harassment should be cautious eventhough the price is usually lower.
