How to heat a room addition built on roof top?

It would be difficult and expensive to connect to the heating system in the rest of the building. Any heating solution would have to be electrical.
What are the best ways to heat a drafty roof top bulk head?
Well, the first thing you’d do is de-draft and insulate it otherwise it will be wasting tons of money.
Electric heat pumps (some are in wall-mounted ptacs, but the more efficient ones are stand-alone like an external a/c, I think Mitsubishi split systems can have heat and a/c both) work to 15-20deg. and are abt 3 times more efficient than resistance heating (space heaters of any kind,) thus close to gas heat. Below that temp. they will use resistance heat which is very expensive. But that’s pretty much your only choice.
It sounds like this rooftop bulkhead was not designed to be living space. Check with the Dept of Buildings. If you use it as living space and it does not have the proper permits to be used as such you may be fined.
