Bad neighbours!
I’ve spoken to them, I’ve tried to be reasonable – but their smoke alarm goes off once in the morning, and three times every night. Garbage everywhere, and there is probably four families living in a legal 2 family at best. Who do I complain to – any advice or experiences? Thanks

For the people who give up so easily, no wonder you don’t earn enough money to buy not rent. Living well takes work and effort. That includes effort to defend your rights and your territory.
Call 311 repeatedly. 311 works. You do not have to leave your name if you don’t want to but be sure and have a pen handy to record your complaint number so you can follow up.
What is wrong with you people suggesting they move? Shame on you.

start with 311 and DOB (not that i’m real optimistic about either for this kind of thing). when that fails, start gardening in the nude while listening to System of a Down really loud.
If you own the place, moving is not so easy. Definitely try 311, aggressively, before moving. Follow up with the separate ticket numbers, multiple times for each- for the noise, garbage, and the illegal living situation. GOOD LUCK!!!
Yeah, moving was my only solution when the landlord raised the rent of the single mom with child above me, forcing them to vacate, and renting instead to an extended family of drug dealers, who were up playing loud music all night long. Moving was heaven – got a nicer place, larger, quieter, for about the same rent, through word of mouth.
Move. It sucks to have to do that because of somebody else’s crappy living habits, but sometimes that’s the only solution. I had a similar situation when a bunch of students moved in next door. After about a year of documenting (in writing) my complaints to the landlord I had enough evidence to break my lease and move out.
