There are many “Wine cellar specialists”, and very few designers. Of course I am prejudiced, but Mercedes Magazine in Asia did say “Paul Wyatt is the king of wine cellar design in America”.

You can look online at wine storage/ refrigeration units and build a room based on the information you get.
Essentially, it is a well insulated, sheetrock room with air conditioning. depending on your basement (ours is always cooler than garden level) you might be able to use one original foundation wall and “trap” the natural cooling for your wine.
That would be a very efficient way to go…
