New Concrete Floor
Without any excavation, we would like to pour a concrete floor over the existing rubble floor of our cellar in order to minimize the dust and dirt. Should we think of this as a concrete slab or topping? Should we definitely include steel rebars? Is a permit required for such a job? Can anyone recommend…

Can you recommend an engineer?
You should retain an engineer or architect to advise you on what should be done. That said, I am an architect. When I poured my concrete floor in my cellar I did the following:
1. Excavated six inches
2. I put down 2†of gravel
3. I used #10 wire for reinforcing raised two inches from the gravel
4. Poured four inches if concrete
5. I pitched the floor towards a new sump pump
6. The sump pump cost $45 at Home Depot and I put in a compound bucket under my raised waste pipe and connected it.
7. I used a brush to finish the floor. That’s the same finish as a sidewalk.
This is what I did to my house and not a recommendation of what you should do.
