This area of Empire is perfect for additional housing to help affordability. This will improve safety and provide additional commercial space. The nabe does not need anymore storage centers or shopping centers with huge parking lots.

The buildings' <em>footprints</em> would be smaller, but the towers would be far larger in volume (as well as taller). The developer wants the state to allow about 1.6 million square feet, worth perhaps $320 million, and take advantage of other, yet unspecified "public resources."
