The Eagle has a lengthy story examining why there’s still no independent compliance monitor at Atlantic Yards. The position was created in the 2005 Community Benefits Agreement (CBA) between eight community groups and Forest City Ratner “and is the only legally binding tool by which the other CBA groups can make sure the developer plays by the rules.” Reps from some of the community groups give various reasons for why there’s still no compliance monitor: The director of BUILD, for example, blames the holdup on the lawsuits that the project has faced, while others say they’re confident the position will eventually be filled. Meanwhile, a spokesman for the developer tells the Eagle that the Forest City Ratner intends to hire a monitor for the non-arena phase of construction.
