Thats why the whole decision is flawed – the RS ruling doesnt single out ‘low income’ people at all, it singles out ‘low rent tenants’ – there is ABSOLUTLY no linkage between rent and income within the RS law. It is strictly a matter of the legal rent of any individual apartment – In fact if 2 people apply for a 500mo apartment and one earns 200K and the other earns 30K, I guarantee the LL will rent to the 200K earner everytime.
