On the other hand, the pool stays open for as long as the city wants without having to take it out of commission for 9(!) years in order to do both projects. And the tanks could in place before that period is over anyway. And the City ends up with public land on a restored canal. Seems like a better overall call (although you are right, it probably is more money upfront.)
