Stoop work was completed a year ago but now a homeowner has discovered a wet ceiling in the entrance underneath.

Stoop work was completed a year ago but now a homeowner has discovered a wet ceiling in the entrance underneath. A bit of investigation discovered exposed rebar, concrete in bad shape and water. Should they contact the original contractor to investigate the water issue and deal with the exposed rebar?
