From the Forum: When the Neighbor's Gutter Causes a Flood

During a heavy rain homeowners noticed a neighbor’s gutter was blocked and are thinking that might be the reason their basement flooded for the first time. The neighbors have been alerted to the issue but the homeowners want to be prepared with a next step in case it isn’t resolved. What rules and regulations about drainage should they keep in mind?
