(Doesn’t look bad to me, but I guess people will sue over anything) A call to 311 as well as the link to a page on nyc.gov, indicates Property owners are responsible for replacing missing or damaged sidewalk valve covers. Where would I get one?

In my part of Flatbush [PLG, north of Victorian Flatbush where you live] sidewalk manhole covers like these cover “Flatbush pots”, manholes used to access the underground electric wires. If that’s the case with your cover I’d think that Con Edison would be responsible for the replacement. It’s worth calling them.
This company may be able to make what you need.

Having an array of similar things on my newly redone sidewalk, it makes me mad that this would be falling to the property owner unless it’s for something like a clean out on your waste line. Do you know what, if anything, it leads to?
I gotta measure it but it’s about half as wide as a sidewalk square so I’m estimating 2 feet in diameter or a little smaller.
I’ll try those places, but I’ve never seen what looks like a manhole cover at a plumbing supply place.
The link you provided says talk to your plumber about replacement. Or try a place like Park Slope Plumbing or Bruce Plumbing Supply.
What is the diameter?
