Powder Room Allowed on "Attic" Floor of Townhouse?

Hi All –
We are doing a renvoation of a four story brick townhouse in central slope, planning to file permits next week. Does anyone know if a powder room is allowed on an attic floor? Also, we are going to put a powder room on the parlor floor under the stairs — does anyone know if there is a minimum ceiling height requirement?
