I’m cleaning under my steam radiator and pulled some of this out in awful condition (ancient). Is this some form of asbestos or is it some other insulation.

  1. It looks like an old carpet pad to me, too. They probably took out an old carpet and didn’t have the tools, etc. to move the radiator and take it off there as well. Is it just this one little piece or are you finding it elsewhere?

  2. You never can be sure from a photo, but this looks like a type of insulating tape/fabric that would have been formerly made of asbestos (now made of fiberglas or ceramic). In addition to insulation, it was also used as a welding fabric. But it certainly could be rug liner.

There’s really no need to test it, just assume it’s asbestos and handle appropriately. It is not a friable product, but given its age, would probably throw off a few fibers when moved. Get a sprayer, spray it down with water, and double bag it and get rid off it.

It is not illegal to do this yourself, but it is illegal to dispose of asbestos-containing material in the trash. Another reason not to test it. After all, you have it on good authority that it could be particle board or rug liner.
