Wooden Louvered Interior Shutters
I regularly see wooden louvered interior shutters in trinities and other houses in Philly. However, when I try to buy these they are astronomically expensive. Surely everyone isn’t paying hundreds of dollars per wooden shutter. Where does everyone get their shutters? I would really like to get some.

Smith+Nobel is advertising $29 sq ft measure and install included. I bought most of my curtain rods from them.
Just checked Restore, and they do have a few shutters, $90 a pair if the size works out for you (34×63″)

I hate to tell you this, but well made shutters are going to be expensive. They aren’t the easiest thing to make and involve lot’s of “real person” assembly, not just computers. A nice set will be worth the cost ten years down the line.
You could always check out Restore (http://www.re-store-online.com/) and see what they might have. Might be cheaper and you’d be saving something from the dumpster.
Try diyshutters.com I’ve used them in the past for outside shutters and they were very reasonable.
