If you do more then 50% of the old roof accoridng to the new energy code you may need to do everything and add insulation if the existing roof is non-complying with the current energy standards which may significantly increase costs. Make sure to you know exactly which areas and how you will redo the existing roof.
You only need a permit if you are removing the existing roofing material and laying a new roof. If you are covering existing roofing material no permit is required, however, you are only allowed to cover one layer of existing material. FYI, depending on your location, people generally don’t get a permit for any roofing.
