Permit for New Gas Line in Apartment Building?

Considering adding hot water heaters to an apartment building that has an oil fired steam boiler that also provides hot water. One plumber proposes to set up piping etc. for new national grid meter do NYC DOB and inspections.
Another licensed plumber suggests tapping in to one of the meters used for a tenant’s cooking gas, and taking over that bill to avoid the permit and inspection.
Is the 2nd (cheaper) option a bad idea?
It will be cheaper till they get you. You should speak to your plumber to see of you qualify for a LAA which will save you a lot of money and have it done 100% legal as well.
Just do it right. Get the permits. It is not that expensive. You will most likely find the guy suggesting that is not licensed. Also, I think you get a cheaper rate on the gas when used for heating. Check with National Grid on that.
