As it turns out, a product sold by Home Depot called Klean Strip worked very well. Only thing is that the graffiti had set in somewhat and we were able to remove as much as possible, but in the end, its recommended that you follow up with a good rinsing via a hose. The surface was concrete sidewalk and brick on a building.
Vinca stole my line – it all depends on the stone and the type of paint/marker used. Weaver’s preservation brief is old, but definitely a good place to start.

It works best if you can use hot water and high pressure hose to rinse. I used a couple of applications with hot water to rinse and regular hose after and it worked.

we used to paint over it in colors that mimicked the stone… sort of cheesy but from 5 feet away you can’t tell.
