Getting Permits
I managed to reach Costas. He is licensed and insured and he has his own scaffolding, but he does not want to deal with the building department. Meaning I will have to get all the permits. How difficult is this? Has anyone done it? And – a really novice question: How do I find out…

If the facade is more then 40′ high then you need a scaffold permit if less then a scaffold permit is not required but is still required to be licensed and notify scaffold unit.
The facade work needs a work permit unless if you do limited amount of work described under the tppn mentioned above.

From the link posted above, it looks like a permit is not required for the actual work that you describe (same as what I had done).

If your contractor erects a scaffold, them permits are required for that. My contractor did not. He lowered a scaffold off the roof. If I remember correctly, he only did the scaffold work on Saturday to avoid inspectors.
On my job, we did not remove more than about 10-15% of the facade in order to preserve as much of the intact original stone. Yes, it looks a little blotchy but so does the Palace Hotel on Madison Ave where they did the same thing. We did have to replace the entire stoop surface and all the lintels and sills.

Where are you??? Landmarked??? Everyone in Bed Stuy does this without pulling permits. Of course, I’m not recommending that. 🙂
go to the dept of buildings. in Brooklyn, i think tue night is owner night. can meet with city engineer. will go over what you want to do and advise you for free if you need a permit or not. Architect will charge you for this and more…

You are going to need drawings to pull a permit for that. Make sure the contractor is NYC licensed. Give me a call to discuss. You need an architect and I am one.
