We recently had our floors refinished, and the guy did a so-so job. We can live with the floors, but he really did a horrendous number on our (white) baseboards, which have either stain or tinted poly splashed on them. We’ve tried mineral spirits, scrubbing, and even painting over these areas, but the stains show through. Any ideas for dealing with this? We just want white baseboards again! Thank you.
You don’t have to sand unless there is texture. To be able to paint them white with no bleeding, you should use Bin Primer. It is alcohol base so there is a smell, leave the windows open. You can use latex paint on top of this. It is a great product I have been painting for over 20 years and I highly recommend it. You can use mineral spirits for clean up but I generally use chip brushes, and dispose of them.
Your floor guy should have covered your baseboards there is no excuse for that

If the color keeps bleeding through, it is stain, not tinted poly that you are seeing. I would ask the contractor to come back and have him hit the spots with alcohol based primer (zinsser) and repaint.

dibs is right – sand before using primer or stainkiller.
who was the floor person? so we can know who not to call?
Rough them up with sandpaper, prime with oil and repaint.
let us know who did the lousy floor job.
repaint them.
Use a stain killer primer and paint them again.
