“If its coming thru the conduit, it is con ed’s problem.”
My experience jibes with Ben Gazi’s. When I first moved into my house, after an extensive reno, I found water streaming through the main electrical box one day after it rained. Panicked, I called Con Ed, told them the situation, and pleaded with them to turn off the power. Their response: flatout no to turning off the power and we’ll send someone over next week. The guys came, tried to say it was our problem, but checked one of the boxes buried in the street nearby and found it full of water. Some concrete was mixed, they fussed around with the box, and I’ve never had a problem since. Pretty scary though…
Get it fixed, now! Worry about fault later.

Give them some bull(they will give it to you) about potential hazards, water damage, etc.
This happened to me,took me a bit to get it sorted out,but do compalain, and if all else fails call thier legal department and make some noise.
I think it’s going to depend on where the water is coming from. If it’s foundation waterproofing it would be you; if it’s Con Eds penetration it probably should be them. It is, however, next to impossible to get Con Ed to own up and make the repair. We had a situation for a public job where Con Ed’s nearby tranformer box was not waterproof. When enough rain came down water would accumulate in the box and it gradually worked it’s way right onto our incoming electrical service. There had even been a resulting fire.
Con Ed first said there was an underground stream and they couldn’t be responsible – we showed documentation on the lack of historic water paths for a 1/4 mile area around the site, then they said that we hadn’t done the right waterproofing and then they stopped returning our calls. It was only when we went to their chiarman and applied political pressure that they did something about it.
Maybe they’ll be kinder to a homeowner….
Typically, it’s your problem if the issue is after the property line which is usually where the sidewalk ends and your property or front yard begin. But, why don’t you talk to ConEd and ask to speak to a manager?
