A dormer is not defined in zoning or building code and therefore it is up for grabs in terms of definition. What it really is there are a couple of different factors as follows:
1. When the issue is building height, a dormer is a permitted obstruction within the building setback requirement and as such it need not be in general seperately visible and there are percentage maximums. i will explain as follows:
You have a building located in a high density (r-6 and up) zoning district and your maximum initial building height is for example 60 feet and your building height 70 feet after setback of 15 feet. Your building is wide 50 feet and your dormer maximum is 60 percent so you can build for full height of 70 feet as dormer for 30 feet and 20 feet you must make your setback of 15 feet.
2. A dormer by definition architectually is completely different which is as follows: You have a sloped roof and you have a protrusion coming out but DOB regulations do not require it to be that way.
