Basement vs Cellar
Does anyone have any information regarding what it would take to create a habitable basement from an existing cellar. Specifically, we’d like to add a full bath and use the space for a master bedroom? Is this possible? What are issues involved; egress, natural light, any others?

In Brooklyn it is in general not passable more than a single max. 5′ by 5′ bath having only a lav and toilet. that is the max you can get.
If you want to have it fully habitable then you will need to raise the joist and ceiling so that more than 50% will be above legal grade
In SI recently we got turned down for a bathroom in the cellar with a tub, but approved for a shower. The owner did not really care so we did not question it.

If you really want to try, hire an architect to file a recon with a drawing showing how this will be overcome. Each issue is a separate recon. There are ways to open an area to provide the required light and ventilation. The full bath issue comes down to DOB not wanting the area to be used as an illegal apartment. I have gotten both issues approved, but this must be done before filing or done once it gets rejected. No guarantee either issue would get approved.

Search the archives, this has been a hot topic lately. Habitable generally means that the basement/cellar or whatever is more than 50% above grade and has windows.
If it is not habitable in that sense you will not be able to legally add a full bath.
And if it is not legally habitable (sufficient air and light) why spend eight hours a day there?
