Yes, it looks like washer hoses were added to the kitchen sink hot and cold water feeds. Sorry to hear that you had water damage.
technically, you do not have to turn off the water to the whole building to change this. The tenant probably took of the valves and then screwed these in- probably got water all over the place and did not care because they were installing something illegally anyway.
And while you’re at it, that white plastic speedy coupling hose on the right is rusting. Could burst at any time. Should be replaced.

On second observation…that teflon tape all looks like it was applied around the same time (its not grimy like the rest of the pipe)…so maybe he did take out the supply valves. Where did it leak from?
Are you thinking that those vertical tee fittings used to be supply valves…and that he removed the valve body and used it to tap in the check valve/shutoff you see there now?
I’m not even sure that’s possible…but he’d definitely need to shut down the water supply to do it.
So you think the tenant *removed* the shutoff valves to do this? Why would he have done that? And how?…he’d have to shut off the main.
I’d buy him a dishwasher.
The tenant is still in residence. The hoses go to a portable washing machine in the kitchen. No flood pan. And if you look closer, aren’t the water supply line shut-off valves missing?
And yes they leaked and caused three floors of damage, that’s how we found out about these.
Just wanted to know if the overall community view was that it looked like the plumbing had been altered.
