Setting the bluestone down properly is a bit complicated. If you look up the recommended specifications for proper bluestone setting you will see that it requires layers of sand, gravel/ground stone and stone powder (with specific thicknesses for each layer, along with proper tamping. That’s the reason they can last for over a hundred years.
I’ve had stones set properly and improperly before, make sure you call a mason familiar with the process and supervise their work. Chances are the plumbers that worked on the sewer line weren’t masons and simply threw the dirt back in and the bluestone right over it.

Below soil is setteling or most likely their is rainwater washing the undersoil away. Have the person who did the work look at it.
two things:
first, the sewer line may have an open joint in it, allowing soil to flow into it and away;
or, they did not tamp the dirt down when they backfilled and it has taken this long to settle on its own.
I would call the people who’d replaced the line.
