What are my options to get the building owner to rectify this issue? The noise is clearly audible throughout my house and is making the backyard much less pleasant.
Thanks.
311 complaints can be very effective. The Park Slope Public Library on 6th Ave was sued by neighbors (a neighbor?) for loud roof compressors and the result has been their installed central AC can’t be used. They have brought in a temporary indoor cooling unit to comply while the branch plans a fix. So getting a noise reading can result in an action.
Make a non-anonymous noise complaint with 311. DEP should then send someone to your house to take noise measurements. If they exceed regulations, the neighbor could be hit with a violation and required to implement noise mitigation.
