I am trying to get the DEP to come do a leak test on our basement. I submitted the form about a week ago and have heard nothing since. Calling several times a day at all different times yields a constant busy signal. Is there a way to get through? How long does one usually have to wait before they respond and/or come to do the testing?

If DEP determines that you have a leak on your water main out to the street, they will give you a 3 day notice. This means that you have 3 days to hire a Contractor to replace your water main or DEP will do it and give you the bill. If you have a suspicion that your water main is leaking, I suggest getting a quote first from a water main Company so that you have an idea of who to use and how much it will cost. Then if DEP gives you the notice you won’t be caught off guard.
Never invite the DEP, the gas company or ConEd into your house to determine the cause of a problem unless you want to face them shutting off your water, electricity or gas. Get a contractor, electrician or plumber first.

I am getting water seeping in the basement, and per several other Brownstoner suggestions, I am trying to get the DEP to determine where the water is coming from. I would love to try and figure it out myself, but I am clueless

Personally, I would NOT start by inviting DEP to look for leaks. Did you call them because you got a sky-high bill? There’s a good chance it’s a hidden leak in a toilet. There are many simple tests a homeowner can do themselves. If I had a leak I couldn’t trace, I would start by calling my plumber.
