Right, like I said: the NYC Parks Dept. has discontinued its *compost* giveback program. Compost is not mulch. The mulchfest is great, but only takes place post-Christmas, is not a bulk giveaway, with givebacks limited to a few small bags.
Correction to vinca’s post:
The Compost Giveback program which they unfortunately discontinued is separate from the MulchFest event that they have every January.
The city parks dept. maintains sites at various parks that provide free mulch. I am not sure how much you can take and I am not sure if they will let you send someone with a van or truck. If they will allow that, you should be able to find someone with a truck on Craigslist.

The annual MulchFest event is still alive. But you will have to wait until Jan. 2010.
