Legally Taking In A Boarder?
What city agencies would be involved or what regulations apply if a single/family homeowner seeks to rent a room to a boarder as a roommate? This would assume shared access to all living areas and no structural changes to the home.

Don’t watch them sleep, that would be creepy… unless it’s clearly spelled out in their rental agreement, then it’s just eccentric.
No one needs to be involved. You are getting a roommate, nothing big. If a single person owns a 2 bedroom condo and decides to get a roommate, no one needs to be notified. Same deal here.
As tyburg6 mentioned, as long as there are no structural changes to the dwelling it really doesn’t matter.
As long as the person sleeps in a “bedroom” (legally defined), then I think it’s fine. I think a bedroom just needs to be adequately ventilate and have a window — so they could even sleep on your couch.
