I am thinking of insulating the basement to make it warmer. Currently there is an old plaster type ceiling in the basement with no insulation between that and the floor.
Will insulating the ceiling make the apt above warmer?
How do I tell if 100 year old wiring is still active?
Does firecode say I have to sheetrock up the ceiling once I add the insulation?

My husband works with insulation and sheetrock/plaster.
He said if you put insulation in the basement ceiling, it will keep the cold from going up to the 1st floor apt., specially if you have wood floors.

The boiler is in the basement which is below grade. I am looking to make the above apt warmer. Sorry if that was confusing in my post.
Re the wiring, get a cheap circuit tester.
I understand that if you are 3 family (multifamily) that you will need to end up with 5/8″ sheetrock with joints taped.
There can be no exposed combustible surfaces. Unless you intended a mechanicals clean-up with the elimination of now-unused pipes etc, it doesn’t seem worth it.
Is the basement the location of central heat? Is it below grade? It shouldn’t be so cold that it would suck heat from the heated garden apt?
