ECB vs DOB Fine

Can someone explain the timing of the DOB fine for working without a permit & if it relates to the ECB fine ? For example, if you receive a work without a permit violation with a cure date of November 1st, I believe if you cure the violation by then that there is no ECB or DOB fine. If you can’t fix in that time then I believe you can get a 75 day extension and pay a smallere fine for ECB, but what about the DOB fine ? Would it still be 14x the filing fee with a minimum fine of $5,000 ? Any help would be appreciated.
