configuration of ladder to roof hatch

Roof access is straight up though a hatch-way. A steel ladder was in the house, but not installed. The ladder has angle brackets protruding from one end at 90′ to the rails, parallel to rungs. I am assuming that these get bolted to the floor, but I can not figure how to affix the ladder without mounting at least one additional set of angles (maybe 2/3’s up) to screw to the wall. Yet, somehow this was previously in place. Any advice? Also, any suggestions for how far off the wall the ladder should sit for comfortable use? And could confirm that it is set straight up and not at angle?
Thank you
Where can one buy these ladders, btw? We need one too, but internet searches only turned up industrial supply type sites not wall-mount ladders for consumers.
Most often those ladders are set at an angle so a person ( not a squirrel ) can easily get up the ladder. If the ladder is mounted at an angle it’s better in pushing off the hatch. Try it yourself. This is considered an emergancy exit so get an idea of how to exit fast if you need too. I’m not surprised that you’re missing the mounting hardware. I often see these spaces used as storage. I would bet that someone took the hardware off to make more space. Do what you can to have the ladder mounted so you can use it if need be.
