Is it a crime to remove old wallpaper from the stirwell of a 1899 brownstone and replace with venetian plaster? If not, any suggestions for who might do this and how much I should expect to pay? I have four-floors/hallways worth of work.

The cost of Venetian Plaster, like everything else depends on the complexity of the finish you want to achive. Simple finishes are quite reasonable, and also well within the capabilities of most diy’s. A complex finish is gonna cost you. As to where to go, my recommendation would be to put an ad here or under gigs in craigslist. There are alot of capable people out there, but also many not so good. So… Make sure you see samples of their work, and get references. Good luck.

Check NY Penal Law Sec. 145.34. If done intentionally, it is a misdemeanor, punishable by up to one year in prison. If unintionally, it’s just a violation for which you can be fined.
it is not a crime to do whatever makes you happy to your own house. go nuts.
