Sump / Ejector pumps legal?

I recently had a guy from a drain cleaning company tell me that sump & ejector pumps are illegal in NYC – he said the city’s rationale is that they pump groundwater into the waste line and tax the water treatment system (and they can’t charge you for water that doesn’t come through your water meter).
Is this true? Are they legal in NYC or not?
Sump pumps are legal in New York city. In fact they are an absolute necessity for the health of many houses and buildings. With out them ground water would fill up the basement and buildings would eventually fall down.
what are illegal are check valves which are sometimes used in association with sump pumps.
it is also illegal to have a below grade bathroom. when you have a below grade bathroom you often need an ejector pump and check valve to get the sewage and solid waste to the main sewer. i imagine this is why the ejector pump was removed.
