Try Thorocoat. It’s works well and is cheap.

There is a specific latex primer for concrete block/cement. Benjamine Moore will last you 10 years at least. Use an exterior house paint. But then again you want a flat chalky serface ( which ironically you get when you use really cheap exterior paint. It’s something paint companies are trying to prevent. )
i’m looking to do the same to my backyard brick wall. i went to benjamin moore and they don’t think it matters much what kind of brick/concrete you are painting on, outdoor paint should be fine. they were more concerned with the texture of the roller.

I don’t know about concrete’s need to breathe, but I would think paint will eventually chip and peel due to moisture. This company’s paints are designed for masonry and chemically bond with the substrate.
