You can call 311 and request a free lead-testing kit for you water. It’s very simple.
I wouldn’t get involved in having anyone from the City perform a lead paint test. Heaven forbid you have a problem, you will be sucked up into the bureaucracy. If you really are concerned about lead paint, I would pay for the testing myself and deal with it myself. I would not get anyone from the City involved.
