If you go to the link Brownstoner posted, you'll see that the review says the place in DC serves "African" food. The place called Buka in Atlanta says it serves "Nigerian" and "all A-F-R-I-K-A" food on its MySpace page. So I think it's fair that Brownstoner says it could serve "African" food versus a specific African country's food based on the information out there.

Epiphany-
I agree with you that Africa is a complex continent with a huge range of cuisines, BUT Brownstoner is just giving readers some idea of what they might expect to find when it opens. Like, you're more likely to find thiebu djeun there than sushi or spaghetti or burritos.
And please, he's only reporting on what he found at websites of other restaurants called Buka. Maybe you should leave messages for them. I bet they'd love to be enlightened about the food they're serving.
