Mansion Tax

I'm looking at buying a 1 family house for around $1MM in cash. I've seen different explanations of the mansion tax. Can anyone confirm if it is just on the sale price, or is it the sale price plus closing costs /taxes (if over $1MM)?

Any idea on what the closing costs would be on a home this price? I know that no mortgage avoids many taxes and costs, but would appreciate a rough figure.

Change from 2- to 4-Family

If someone wanted to change a 4 story brownstone that is a legal 2 family so that it could be used as 4 apartments, would they have to get approval from the city? If so, what is the process and how much does it cost?

I've heard stories about extra fire systems having to be installed etc. The DoB website doesn't help at all!

The building in question was built pre 1938 and has no CoO.

Also, there would be no major building work required, as the building would work perfectly as 4 apartments.

I refinished an old tub myself not long ago and it came out well. I had bought too much of the special paint, so have an extra unopened box ("Tough as tile" - Tub & Tile brush on bathtub refinisher, Brilliant White). Happy to sell for $10 (cost me much more than that).
