I have driven by the area numerous of times and all I see are stolen/stripped down cars being dumped around the area. Right now, if I had a choice I'd pick the ugly development over the current hole in the ground.

Section 8 is a government program to assist low-income families with rent. The keyword is RENT. Oro and Toren are condos. The only rental building is Avalon.

Toren has 42 below market value units. I believe a household can make no more than $160G's to apply. The units are set aside for civil workers or whoever can scumbag their way in.
