Core Samples

My coop is looking to do core samples of the roof in order to determine the condition so that we can decide whether to resurface or rip up the layers and replace. One contractor wanted to do a 2 sqaure foot sample & the other wants to do a 2 sqaure inch sample. In looking on the internet, it says that 4" - 12" is standard. On one hand, a large sample would give a better view of the wood, on the other hand it is more likely to leak when patched. Does anyone have any advise on what is the standard size for doing core samples ?

Advice on re-doing roof

My coop had a new roof put in about 20 years ago and resurfaced over thge existing roof once since then. We are now going to re-do the roof this spring. When doing this, if there have been no visible leaks and aside from the flashings everything is generally sound, does it make more sense to put another later over the existing one or rip up the old layers first and put down a new roof. We do intend to put roof decks on top when the work is completed. Any advise would be appreciated.

ECB vs DOB Fine

Can someone explain the timing of the DOB fine for working without a permit & if it relates to the ECB fine ? For example, if you receive a work without a permit violation with a cure date of November 1st, I believe if you cure the violation by then that there is no ECB or DOB fine. If you can't fix in that time then I believe you can get a 75 day extension and pay a smallere fine for ECB, but what about the DOB fine ? Would it still be 14x the filing fee with a minimum fine of $5,000 ? Any help would be appreciated.
